Setting

The Human Kingdoms

The three human kingdoms of the Western Peninsula - the merchant republic of Tania, the military monarchy of Baratea, and the clan confederation of Heydr.

Three human kingdoms divide the Western Peninsula, each shaped by a different relationship to power and the past. Tania, a sprawling merchant republic, was built largely upon conquered elven territory and has since become a dysfunctional but wealthy democracy. Baratea, an austere military monarchy, perfected the art of selling weapons to both sides of every conflict. Heydr, a clan confederation in the cold north, embraced shadow magic and - ironically - possesses the most functional government of the three.

Tania (Republic)

Tania is a sprawling merchant republic occupying the eastern half of the Western Peninsula and the isthmus connecting to the mainland. Built largely upon conquered elven territory after the Tri-Partite Union drove the elves from the peninsula centuries ago, Tania has since transformed from a military occupation into a dysfunctional but wealthy democracy. Its merchant class wields the real power while its hereditary monarchy serves only ceremonial purposes. The Senate, ostensibly representing the people, is so paralyzed by competing interests that regions often ignore central authority entirely. Despite this dysfunction, Tania remains one of the wealthiest nations in Scalea, sustained by trade, manufacturing, and agriculture.

  • Government: Grand Senate (50 senators, 5 regions, needs 35 for binding law)
  • Ceremonial Monarch: King Roberto IX of House Tanus (68, no power)
  • Grand Senator: Hoyt van Meers (52, pragmatic merchant)
  • Character: Gridlocked democracy, weak central authority, merchant oligarchy
  • Five Regions: Capital Region, Southshore, Green Strip, Crossroads, Ridgefoot Territories
  • Power Blocs: Merchants' Coalition (22, dominant), Expansionists (18), Scholars' Alliance (10)
  • Naming Style: Dutch/Flemish + Tri-partite era English

Baratea (Military Monarchy)

Baratea occupies the western and southern reaches of the Western Peninsula, an austere kingdom forged by centuries of military discipline and royal authority. Where Tania bickers, Baratea acts. Queen Cassia Baratei III commands absolute loyalty from her War Council and Canton Governors, ruling a nation that has perfected the art of selling weapons to both sides of every conflict while maintaining its own martial readiness. The Canton system delegates day-to-day governance to appointed officials while keeping military command firmly centralized. Strong alliances with the Island Dwarves give Baratea naval dominance, and its growing leverage in the Svartlands dispute signals shifting power dynamics in the peninsula.

  • Government: Queen + War Council, Canton system with appointed governors
  • Monarch: Queen Cassia Baratei III (47, "The Iron Queen")

  • Key Relations: Strong Island Dwarf alliance, Svartlands dispute with Tania
  • Naming Style: Italian/Middle Eastern/East Asian mix

Heydr (Clan Confederation)

Heydr occupies the northwestern reaches of the Western Peninsula, a harsh land of cold mountains, dark forests, and even darker traditions. Where Tania and Baratea built upon elven foundations, Heydr forged its own identity through clan-based governance and the embrace of shadow magic. Despite its reputation for "dark arts," Heydr possesses the most functional government of the three human kingdoms - a sophisticated three-tier system balancing local clan autonomy with provincial coordination and national authority. The clans constantly maneuver for influence, but the High Seer's measured oversight prevents any single faction from dominating. Heydr maintains the closest ties to the Underworld Elves of any human nation, with scholars regularly exchanging knowledge through the dark magic academy in Djupheim.

  • Government: Three-tier: Settlements (Clans) → Province Councils → High Council
  • Leader: High Seer Wildur Heindirsen (46, elected 9 years ago, assassination attempt 3 years ago)
