Downpour

Heavy rain erupts in a 15-meter radius centered on a point you can see. The area becomes lightly obscured. All fire effects within the area are suppressed - Fire Rating cannot be gained or increased while in the rain, and existing Fire Rating drops by 1 at the start of each affected creature's turn. Ranged attacks made into, out of, or within the area suffer -2 to Hit. Surfaces in the area become wet, and creatures moving more than half their speed must succeed on an AGI Save against Difficulty(10) or fall Prone.
