Nullifying Orb

Make a Ranged Spell Attack against a target you can see. On a hit, the target takes INT Die + INT Bonus Force damage. The target must then succeed on a contested INT Check against your INT Check or lose the ability to cast spells for 3 rounds and have all active spell effects on them removed. On a success, the target gains Strained(5) instead.
